I have examined the accompanying Ordinance. intituled an
Ordinance to amend further the Public Health and Buildings
Ordinance, 1903, and I am of opinion that the Ordinance is
one which is not contrary to the Governor's instructions.
Section 2 of this Ordinance amends section 8 of the
principal Ordinance so as to make the Director of Medical
and Sanitary Services a member of the Sanitary Board in place
of the Medical Officer of Health. This change has been
made in order that the Director of Medical and Sanitary
Services may have first-hand experience of the working
of the Sanitary Board to assist him in considering the general question of public health administration in the
Colony.
3. The control of eating-houses has been transferred from
the Superintendent of Imports and Exports to the Sanitary
Board. Section 4 of Ordinance No. 19 of 1928 gave the
Sanitary Board power to make regulations with regard to
eating-houses, but it failed to give the Sanitary Board
